Arrangements of Campus Catering Services and Retail Outlets During Super Typhoon Ragasa
Super Typhoon Ragasa is rapidly approaching Hong Kong and is forecasted to be an extremely severe storm, potentially rivaling the destructive impact of Typhoon Mangkhut in 2018. The safety of our students, faculty, staff, and on-campus catering and retail personnel remains our highest priority.
To ensure everyone’s safety during this severe weather, the University has strongly encouraged all classes to be held via Zoom and work will shift to remote operations to minimize risks. As a result of these remote arrangements, all on-campus catering and retail outlets will be closed tomorrow, except for McDonald's, Can.teen, Fusion, and 7-Eleven, which will remain open but will close two hours before the Hong Kong Observatory issues Typhoon Signal No. 8 to ensure the safety of staff and customers. To support your preparations, Fusion and 7-Eleven have increased their inventory of food, beverages, and essential supplies.
We strongly encourage you to stock up on essential food, water, and emergency supplies, stay informed about weather updates from the Hong Kong Observatory, and take all necessary precautions to ensure your safety.

The Hong Kong Observatory (HKO) will consider issuing the Gale and Storm Signal No. 8 between 9 p.m. and midnight tonight. When Signal No. 8 or higher is hoisted, access to major campus buildings (including Main Academic Building, Laboratory Block, Cheng Yu Tung Building, Lee Shau Kee Business Building, Lo Ka Chung Building and Shaw Auditorium) and the seafront area will be restricted. Only very limited access will be provided for essential services. Members are strongly advised not to go outdoors unless it is absolutely necessary, and to pay close attention to weather conditions through the media or at the HKO website https://www.weather.gov.hk/contente.htm.
Lowering of Tropical Cyclone Warning Signal No. 8 During a Working Day
As a general rule, staff should report for duty as soon as the Signal No. 8 is cancelled, if weather and transport conditions permit. The University's top priority is staff safety. Staff having genuine difficulties in returning to the office should explain to their immediate supervisor right away and seek approval for alternative work arrangements.
If the warning is cancelled at or after 12 noon on weekdays (OR at or after 8 am on Saturdays for those who are required to work on Saturday morning; OR at or after 12 noon for those who are required to work whole day on Saturday), Department Heads have the discretion to arrange staff to work from home for the rest of the day, subject to meeting operational requirements. Staff who are on shift duties should report to work two hours after the above warning is cancelled. The HK Observatory has announced that it will issue the Strong Wind Signal No. 3 between midnight and 03:00 tomorrow.
If the Typhoon Signal No. 8 is in force, the LG1 Can.teen II and LG5 McDonald's Restaurant will provide catering services while other campus food outlets will be closed. If Signal No. 9 or above is hoisted, only the LG5 McDonald's Restaurant will be opened. Please take note that the opening hours and level of services of food outlets during typhoons may vary depending on the weather conditions. You may also visit

Those who live on the bottom floor should check for blockage of the drainage inlet. Those who live on the top floor should ensure that the canopies are securely closed.
- Offices responsible for construction work should make necessary arrangements to ensure that all temporary structures such as scaffolds are adequately secured or taken down. Loose objects should be removed to safe places.
- Newcomers to Hong Kong are reminded that during Tropical Cyclone Warning Signal No. 8 or higher, stores will be closed and most transportation will cease to operate. It is advisable to stock sufficient food items at home /dormitory and to make advance arrangements for transport if you must go out during the storm. The Campus Management Office (CMO) typhoon response team will standby to address any campus emergency.

This is to inform you that Hong Kong Observatory has announced that Typhoon Signal No. 8 will be issued this afternoon at 6:20 pm. In light of this, we have made special arrangements for the staff bus service and shuttle buses.
- *Important Details:**
- **Staff Off Duty:** All staff members, unless performing essential or emergency duties, may conclude their workday by 4:00 PM.
- **Class Cancellations:** All classes scheduled after 4:00 pm will be cancelled; classes starting at or before 4 pm will continue as usual.
To ensure everyone can return home safely, our staff buses and shuttle buses will depart earlier than usual. The revised schedules are as follows:

In preparation for the typhoon and the sake of your safety, especially if higher signal is hoisted at a later time, please take the following precautions.
- Fasten all loose items properly or move them inside your bedroom if any.
- Close and lock all windows properly.
- Keep all electronic and valuable items away from windows.
- Laundry rooms outside the hall premises will suspend service.
- Please always keep the room key card with you.
- Listen to radio, watch TV or browse the Hong Kong Observatory's website and mobile app for the latest information on the tropical cyclone.
- When higher Strong Wind Signal Number is hoisted, the supermarket on campus will be closed and the cafeteria will only provide very limited dining service, it is advisable to stock sufficient food items in your apartment with immediate effect.
- Most transportation will cease to operate, please make advance arrangement for transport if you must go out during the storm.
- Unless you have a need to leave the hall; otherwise, you should stay inside the hall until the weather conditions have become suitable for you to go outside.
- The sea may get rough when there is a typhoon. For your own safety, DO NOT attempt to get close to the seafront area.

In light of the Black Storm Warning issued by the Hong Kong Observatory, and the massive disruption of public transportation, the University has decided to suspend work and all classes in this afternoon and evening. Please stay in a safe place, pay attention to public announcements, and avoid unnecessary travel during this potentially dangerous weather event.
While all face-to-face (f2f) classes scheduled for this afternoon and evening are cancelled, learning doesn't have to stop. Instructors have the option to move their classes online via Zoom for this afternoon and evening's sessions. If your instructor chooses to do so, they will inform you promptly. Please keep an eye on your email or course communication platform for any updates.
We acknowledge that not all students might be able to attend these virtual sessions due to various reasons. Therefore, if a Zoom class is held, the session will be recorded and the video will be made accessible for all students to view at their convenience.

Welcome back from the Summer and, for those who are new, welcome to HKUST! A new academic year will begin tomorrow, September 1 and the campus is coming more alive again with returning students, new year-1 students and exchange-in students from around the world.
With the commencement of the Fall Term, please keep in mind that getting a high-quality education is the primary purpose of coming to HKUST. Hence, collectively, we need to create a conducive environment for all students to learn, study, and interact together, appreciate different views, and embrace true diversity within our community.
Another critically important issue is Academic Integrity. All HKUST members should uphold a high standard of academic integrity, which is the first point namely Excellence, Integrity, and Academic Freedom among the 5 Core Values of HKUST. As an educational institution, one of the objectives is to inculcate integrity in our graduates, enabling them to be responsible citizens and accountable leaders of society. The Hong Kong Observatory has announced that it will issue the Strong Wind Signal No. 3 to replace the No.8 Gale or Storm Signal at 4:20 pm today. As for campus catering services, under such circumstances, the LG1 Can.teen II will continue to provide services whereas all other food outlets remain closed for the rest of the day.
Except for the Hair Salon, the campus supermarket (Fusion) and convenience store (7-Eleven) will also remain open.

The Hong Kong Observatory has announced that it will issue the Strong Wind Signal No. 3 between 12:00 and 14:00 today.
This email serves to remind you of the Shuttle Bus and Staff Bus service arrangement under the influence of typhoon.
(1) When pre-warning by the Hong Kong Observatory about the hoisting of typhoon signal No. 8 is announced during office hours, bus service will be provided departing the campus about one hour later. The exact time will be announced over the University public address system & through email;
(2) If typhoon signal No. 8 or above is hoisted, NO shuttle / staff bus service will be provided;
(3) If the typhoon signal No. 8 is lowered at or before 7:00 a.m., bus operator will provide morning bus service as scheduled. However, if the signal is lowered AFTER 7:00 a.m., NO shuttle /staff bus service returning to the campus will be provided;

Dear colleagues and students,
The Severe Tropical Storm Ma-on was estimated to be about 410 kilometres southeast of Hong Kong at 2 p.m. The Hong Kong Observatory has hoisted the Strong Wind Signal Number 3, and will consider issuing the No. 8 Gale or Storm Signal between 6 p.m. and 9 p.m. today.
University members are reminded to take the following precautions.
- Keep windows in offices and lab areas closed during periods of strong wind, heavy rainfall, and ensure that they are securely closed before leaving from work. Tape up large panes of glass facing into the storm.
- Occupants of staff quarters should keep all windows closed and secure all loose objects away from the balconies or other open areas. Tape up large panes of glass facing into the storm. Those who live on the bottom floor should check for blockage of the drainage inlet. Those who live on the top floor should ensure that the canopies are securely closed.
- Offices responsible for construction work should make necessary arrangements to ensure that all temporary structures such as scaffolds are adequately secured or taken down. Loose objects should be removed to safe places.
- Newcomers to Hong Kong are reminded that during Tropical Cyclone Warning Signal Number 8 or higher, stores will be closed and most transportation will cease to operate. It is advisable to stock sufficient food items at home and to make advance arrangement for transport if you must go out during the storm. The CMO typhoon response team will standby to address any campus emergency.
DSTO will co-ordinate precautionary measures at the student dormitories and at outdoor sports facilities. Organizers of student activities in open areas should ensure loose objects and materials are tied up and secured.
Whenever Warning Signal Number 8 or higher is hoisted, the seafront area will be closed to ensure safety.

The HK Observatory has announced that it will consider issuing the Strong Wind Signal, No. 3 to replace the No. 8 Gale or Storm Signal between 9 a.m. and 11 a.m. today.
As the No. 8 Signal is still in force, only the LG1 Can.teen, LG5 McDonald's Restaurant, Supermarket and Convenient Store will open as usual.
In the event that the No.8 Signal is lowered during the daytime before 4 p.m., most catering outlets will resume service within 2 hours. Please click here for more details.

The HK Observatory has announced that Storm Signal No. 8 will be issued at 5:20 p.m..
Staff bus and special Tseung Kwan O shuttle bus will be ready at the usual boarding place at 4:15 p.m. while staff bus will depart from the campus by 4:30 p.m.
Departure schedule of the special Tseung Kwan O shuttle bus (TKO MTR station) will start at 4:15 p.m. in a frequency of 3-5 minutes and the service will be enhanced whenever necessary. Please be reminded that the service will last until 5:15 p.m..
